The DIAN (Dirección de Impuestos y Aduanas Nacionales – National Tax and Customs Directorate) signed an inter-institutional cooperation agreement to deliver to the DANE (Departamento Administrativo Nacional de Estadística – National Administrative Department of Statistics) the information contained in the RUT and tax returns of individuals and legal entities.
The information to be delivered and transferred by the DIAN to the DANE, recorded in the returns filed by citizens with the DIAN and is intended to strengthen the statistical production of the DANE. In this way, DANE will be able to complement, contrast or enrich certain variables collected through statistical operations.
These records will allow DANE to strengthen business demography indicators to better understand the population, to have better statistical data, and thus, better focus Colombia’s public policies. It will result in the improvement of statistical information and planning methodologies for Colombia.
Peruvian case
In 2001, the INEI (Instituto Nacional de Estadística e Informática – National Institute of Statistics and Informatics) signed a Framework Agreement with the SUNAT (Superintendencia Nacional de Aduanas y de Administración – Tributaria National Superintendence of Customs and Tax Administration) to establish the general framework for technical cooperation agreements and will exchange inter-institutional information with the exclusive purpose of using it in the fulfillment of its institutional aims and objectives.
In February 2010, INEI signed a second Specific Interinstitutional Cooperation Agreement in the application of the framework agreement that allowed, four years after the expiration of the first one, to have information on companies and their premises available regularly.
INEI is currently participating in the “Regional Statistical Framework for Business and Establishment Directories” project to define a regionally agreed-upon strategy for the preparation, implementation, management, and improvement of Business and Establishment Directories in 11 Latin American and Caribbean countries participating in the BPR (Bienes Públicos Regionales – Regional Public Goods) initiative of the BID (Banco Interamericano de Desarrollo – Inter-American Development Bank).
Its purpose is to improve the quality of statistical information on businesses and establishments, based on information from administrative records and economic surveys, which will allow improving the sampling frames and consequently the quality of economic statistics of the participating countries.
